If lookup_value is smaller than the smallest value in the first row, #N/A
If lookup_value is smaller than the smallest value in the first row of table_array, HLOOKUP returns the #N/A error value.
Is this the situation in your data?

I think your search lookup has to be in Alphabetical order.
