VT staff didn't support Fu as well because he wasn't Beamer. Also...

...Fu didn't have the people skills to turn it around. He couldn't win friends and influence people to get their buy-in. Add in Fu's own mistakes and you have mistakes and personalities not meshing, it added up to a program that didn't work.
