Signing day podcast questions

Enjoyed the latest pod and it brought up a couple questions for @Chris Coleman Does the 6 hour radius around VT have more talent than the 6 hour radius around PSu? The kid that went to WVU due to money and Franklin seems to have a pay scale for freshman and if they paid steig more they have to do that for others. What happens when there is a player that is way better or more important does that change? Say Mike Vick 2.0 or Tyrod 2.0 or Randall 2.0 - what do they do then? Make it up with outside NIL?
