The four stars probably have more upside but there aren't enough of them.

The superior NFL success rate of the four stars compared to the three stars indicates to me that the four stars as a group would have more upside but there aren't as many of them. Football is a game that requires a lot of personnel so the bulk of the roster will be three stars except for a few top-tier programs. My eight year analysis of the VA recruits showed that there were 63 four star players compared to 322 three star players.
