Define each person's space and then let them use it the best they can. They should have info on who has removed seatbacks available during seat selection, you could pick seats where the person in front of you has removed them - or they could have a section without them. Plan for the median and look at options to handle the outlier. There are disadvantages - and advantages - to being way outside the norm - true in almost everything.
