That is the case

If you earn an associates from a VA CC with a 3.0 average, you are guaranteed admission to any VA state school. My daughters boyfriend did not get into JMU. He attended TCC the summer after graduation, the fall and spring semester, and the follwing summer and got his associates in 14 months. He then began at JMU the following fall under guaranteed admission. He was also accepted into VT, but decided to go to JMU because my daughter was there.
