Historically I believe there have been highly rated VA recruits that VT

opted to not pursue either because the player wasn't interested in VT or VT didn't think the player fit the system/culture at the time. Percy Harvin is a VA recruit that comes to mind. I don't think fans rioted when he signed with UF without an offer from VT. I wonder if it could be a similar situation for Hughes.
