I believe the main thing preventing VT from considering a NEZ is

Callaghan-Sheridan Way serving as the (fire and safety) access road for the East Stands at Lane Stadium and maybe the other structures around there (i.e. Beamer Barn). FWIW Callaghan-Sheridan Way is the name of the road that runs between Lane Stadium and the Practice Field. As long as that road serves as the access road for that part of campus, then VT may not be able to cover it with a structure of any kind.
