They can harm individual schools in the ACC

Every single acc school loves having ND on the schedule when they can get them. It’s guaranteed boost to tv viewership and in person attendance. It’s a direct money benefit and gets more national exposure. ND controls their schedule and they could have a direct impact on acc teams if they back out of scheduling. You are right that they can’t harm the conference as a whole, but they very much can harm the schools within the acc. We are close to a tipping point where half the acc schools might hate their own conference.
