Sure, the Upper seats are always last to sell. But who owns 24 consecutive seats? Did a private individual (or broker/scalper) buy all 24, or is this VTTO dumping their unsold inventory? And if VTTO, it is really short-sighted. Why buy Season Tickets (or a Plan/Package), when you can just wait for the fire sale? Pro/college teams need to be careful with the discounts and cheap tickets. If you do it too much, you condition your fans to be cheap-skates. It can take years to re-condition the fans.
