I agree VT doesn't have a daily need to have arena capacity of 15,500.

However, there may be times where VT has a temporary need at various times. If VT goes with a design that includes the built in space for a max capacity of 15,500, then VT can bring in temporary seating when it needs to bump the capacity up beyond the 7-8K and still use the space for other things on a daily basis. It could be similar to how Syracuse utilizes the space within the Jiffy Pop Dome differently depending on if it is football or basketball season. At the very least it should give VT a lot of flexibility to adapt to any future changes that come down the pike without being forced to dip into the checkbook because VT already has space to play with.
