Yep..
As a staff it is difficult to put yourself in that position where you are locking up a scholarship , yet don’t control the outcome at all. If a player is denied then you lose the player, plus there isn’t a suitable substitute at that stage. Not to mention you leave money on the table at a time where you need every single portal dollar you have.
