I think that your two points are related
I'm guessing that CMY took a risk on Miller because he could get him at discount (because of the smoke), which was necessary because of the limited budget. If CMY had the budget, we would have held on to Ivy-Curry who probably would have started at PG.
Clearly the risk with Miller didn't pan out.
