The size of those schools is interesting

Those are not P4 schools with loads of money. So the players are definitely making less, maybe significantly less, than what P4 players are getting. Which makes that environment ripe for outside interests to offer some money for points. And the smaller conferences are also going to get less coverage (media and betting), which makes them more ideal for some manipulation.
