The overall ACC coaching roster, right now, is probably as weak as it's ever been in the conference's history. Of the guys you mentioned, I would say Young would have an X's & O's advantage over any but Brownell. But I think Forbes is better than Young at roster building. Davis is probably one of the biggest underachievers in college hoops. Too soon to really tell about Scheyer. Other guys I'd put in contention for the 'best ACC coaches' list would be Kelsey and Enfield. A few years ago, would have included Hamilton as well (again, mainly for roster building) but he is clearly past his prime.
