Wide receiver Jeff Exinor Jr. became the most recent Penn State player to commit to Virginia Tech and James Franklin on Tuesday.

The Baltimore, Md., native redshirted as a true freshman in 2025 while playing in five games on special teams for the Nittany Lions, including the Pinstripe Bowl vs. Clemson. He totaled 26 snaps, according to PFF. When the transfer portal opened, he visited the Hokies and committed soon after.
As a high school prospect, Exinor was rated as a four-star talent by 247Sports and ESPN and a top-10 player in Maryland. Rivals and On3 gave him three-star status. The three-time all-conference performer reeled in 30 catches for 463 yards and six touchdowns as a senior.
He had a slew of offers, including from Virginia Tech and wide receivers coach Fontel Mines. Maryland, Michigan, Michigan State, Oregon, Pitt, South Carolina, Tennessee, USC, West Virginia and Wisconsin also pursued him.
