Virginia Tech picked up a huge commitment on Monday afternoon from I.C. Norcom (Portsmouth, Va.) wide receiver Matthew Outten.

The top in-state target is the 14th commitment of the 2025 recruiting class and the second wide receiver. Both wideouts are from Hampton Roads as Outten joins Jayden Anderson (Green Run).

Outten is ranked as high as No. 6 in the state by 247Sports, who lists him as the No. 139 overall prospect in the country. ESPN views him in a similar light, ranking him No. 7 in Virginia and No. 230 overall. He was one of the top targets on Virginia Tech’s board.

With official visits to the Hokies (June 21), Maryland (June 13), Penn State (June 7) and Syracuse (May 31), Outten had plenty of options. The Nittany Lions were the primary competitor, but Virginia Tech got the last visit, and Fontel Mines was able to close the deal. Some of his other offers included Duke, Georgia, Indiana, Pitt, South Carolina, Tennessee and Virginia.

Outten’s commitment now gives Tech two of the top-10 prospects in the Commonwealth of Virginia (by various ranking systems) in the 2025 class, joining Eastern View High School (Culpeper) linebacker Brett Clatterbaugh.
