Phelps' father, Gary, played football at the University of Virginia. His mother attended UVa as well.<br /> <br /> Phelps has started on both sides of the ball since his freshman year. He has potential as a corner or wide receiver on the next level, but most programs, including Virginia, are pursuing him to play cornerback. At receiver, though, Phelps tallied 38 receptions for 473 yards and six touchdowns as a junior.
